The Workforce Priority stream is for workers who have a full-time, permanent job offer from a qualifying Ontario employer. It is the only open OINP stream since eight streams closed on 25 June 2026, and it needs an Expression of Interest and an invitation to apply.
The Workforce Priority stream is the only open OINP stream. Ontario removed the Employer Job Offer streams (Foreign Worker, International Student and In-Demand Skills), the Masters Graduate and PhD Graduate streams and the three Express Entry streams on 25 June 2026, and the Workforce Priority EOI portal opened on 4 August 2026. Ontario calls this the first of two phases of redesign and says more changes are coming, so confirm the rules on the OINP website before you act. Other provinces are listed on our provincial nominee programs hub.
Ontario issues no new EOIs or invitations under the closed streams. Existing EOIs and job offers that did not lead to an invitation are withdrawn automatically over the following weeks, and Ontario notifies those candidates directly. An application submitted after an invitation under a former stream is assessed under the rules in force when it was submitted. Employers do not need to register again, but they must submit a new job offer and a new application. In an update on 5 to 7 October 2026, Ontario applied CRA earnings points to existing EOIs automatically.
Ontario announced a 2026 allocation of 14,119 nominations on 6 February 2026 but does not split it by stream. The OINP invitations page lists no Workforce Priority rounds yet, so there are no published minimum scores. For the full Ontario picture see the Ontario OINP overview.
The employer submits the job offer in the Employer Portal and receives a job offer ID. The employer must meet the business, wage and recruitment tests above.
Register within 30 calendar days of the job offer submission. There is no fee, and registering an EOI is not an application.
Ontario scores EOIs on the grid above and notifies selected candidates of an invitation to apply in the e-Filing Portal. Ontario has not published minimum scores or Workforce Priority round sizes yet.
The employer has 14 calendar days to apply and you have 17. You cannot submit before the employer. If the employer misses its deadline, the offer is withdrawn and your EOI is removed. If you miss yours, the EOI is removed and cannot be reinstated.
CAD 1,500 outside the GTA or CAD 2,000 in the GTA (City of Toronto, Durham, Halton, Peel and York). Only Visa, Visa Debit, Mastercard and Mastercard Debit are accepted. The fee is refundable if the application is incomplete or withdrawn before processing starts, and is not refunded once processing begins or if the application is unsuccessful. Ontario states no processing time.
A nominee receives an approval letter, a nomination certificate and a work permit support letter, and has 6 months to apply to IRCC for permanent residence.
Candidates in TEER 0 to 3, and physicians, can use the Express Entry option. You must meet the minimum criteria of a federal Express Entry stream and keep a valid profile. You have 30 days to accept the nomination, it adds 600 CRS points, and you then have 60 days to submit your PR application. If the profile lapses, you restart with a new EOI.
This is a preparation checklist, not Ontario's official document list. Follow the instructions in the e-Filing Portal after an invitation. All foreign documents need certified English or French translations, and reference letters should state job title, duties, hours worked and salary on company letterhead.
Figures are as shown on these pages on 6 November 2026. This is general information, not legal advice.
Our immigration team can review your job offer, your employer's eligibility and your likely EOI score before you register.
