Rural Community Immigration Pilot

Program Overview

The Rural Community Immigration Pilot (RCIP) is a federal permanent residence pathway launched in 2024 as a successor to the Rural and Northern Immigration Pilot (RNIP). It is designed to help smaller communities across Canada attract and retain skilled foreign workers to meet local economic development needs and fill labour shortages.

This community-driven program allows participating communities to recommend candidates for permanent residence who have a genuine intent to reside in the community and the skills to contribute to the local economy.

Designated Communities (2026)

The following communities are designated to participate in the RCIP:

Eligibility Requirements

1. Work Experience

• Amount: At least 1 year (1,560 hours) of continuous paid work experience in the last 3 years
• Relevance: Experience must be in the same occupation (NOC) as the job offer, or a related occupation
• Exemption: International graduates from a public post-secondary institution in the recommending community may be exempt if they meet specific study and residency criteria

2. Job Offer

• Must be a genuine, full-time, permanent job offer from a designated employer in the participating community
• Wages must meet the Job Bank's minimum wage for that occupation
• You must demonstrate you can perform the duties of the job

3. Language Requirements

Minimum language score (CLB/NCLC) depends on the NOC TEER category of the job offer:

TEER 0 & 1 (Management & Professional)	CLB 6
TEER 2 & 3 (Technical & Skilled Trades)	CLB 5
TEER 4 & 5 (Intermediate & Labour)	CLB 4

4. Education

• Must have a Canadian secondary school (high school) diploma, or an equivalent foreign credential supported by an Educational Credential Assessment (ECA)
• ECA report must be less than 5 years old

5. Settlement Funds

• Unless you are already working in Canada, you must prove you have enough money to support yourself and your family members while you settle in your community

6. Intent to Reside

• You must demonstrate genuine intention to live in the community
