The Rural Community Immigration Pilot (RCIP) is a federal permanent residence pathway launched in 2024 as a successor to the Rural and Northern Immigration Pilot (RNIP). It is designed to help smaller communities across Canada attract and retain skilled foreign workers to meet local economic development needs and fill labour shortages.
This community-driven program allows participating communities to recommend candidates for permanent residence who have a genuine intent to reside in the community and the skills to contribute to the local economy.
The following communities are designated to participate in the RCIP:
Minimum language score (CLB/NCLC) depends on the NOC TEER category of the job offer:

Verify you meet both IRCC federal eligibility requirements and the specific community's requirements
Secure an eligible job offer from a designated employer in one of the participating communities
Submit an application for recommendation to the community's economic development organization
If recommended, submit your PR application to IRCC within 6 months of receiving your recommendation
