What is Retrogression?

Retrogression occurs when the Priority Date Cutoff moves backward, meaning new visa applications are not being processed. This happens due to India's 7% per-country limit in employment-based categories.

A Priority Date is your position in the queue. When a visa number becomes available, visas are allocated to applicants whose priority dates fall within the current cutoff. For most Indians in EB-2 and EB-3, priority dates are stuck in 2013-2015 due to high demand exceeding available visa numbers.
